EIGHTH AMENDMENT TO LEASE BY AND BETWEEEN THE PARKING AUTHORITY OF THE CITY OF BEVERLY HILLS AND FEDEX OFFICE AND PRINT SERVICES, INC.

Comment: This amendment extends FedEx lease term by five (5) years at the 461 N. Bedford Drive location. The rent will increase from $7,213.50 to $8,816.50 monthly.

THIRD AMENDMENT OF LEASE BY AND BETWEEN THE PARKING AUTHORITY OF THE CITY OF BEVERLY HILLS AND WILLIAMS-SONOMA STORES, INC.

Comment: This amendment extends the term of the lease by six (6) years to January 31, 2021 and increases the monthly rent to $93,600 plus $573.75 for storage. The rent will increase annually thereafter by the consumer price index.

Comment: Appoints Mahnaz Sharifi Ardani to the Design Review Commission for an initial two-year term.

Comment: Appoints Michael Smooke to the Fine Art Commission for an initial two-year term.

AMENDMENT NO. 1 TO THE AGREEMENT BETWEEN THE CITY OF BEVERLY HILLS AND FEHR & PEERS TRANSPORTATION CONSULTANTS FOR THE TROUSDALE ROAD SAFETY STUDY;  AND

APPROVAL OF AN APPROPRIATION IN THE AMOUNT OF $54,400 FOR THESE SERVICES; AND

APPROVAL OF A CHANGE PURCHASE ORDER FOR AN ADDITIONAL $54,500 FOR A NOT-TO-EXCEED AMOUNT OF $104,000 FOR THESE SERVICES.

Comment: Provides for Fehr & Peers to prepare signing and striping plans and provide technical support for potential additional traffic management measures in Trousdale Estates.


8.
AWARD OF A CONTRACT TO THE LOWEST RESPONSIBLE BIDDER, SUPERIOR PAVEMENT MARKINGS, INC. FOR THE CITYWIDE PAVEMENT AND CURB MARKINGS (JOB NO. 2191) WITHIN THE CITY OF BEVERLY HILLS, CALIFORNIA, IN THE AMOUNT OF $235,310; APPROVAL OF THE PLANS AND SPECIFICATIONS THEREFOR; APPROVAL OF ISSUANCE OF A PURCHASE ORDER IN THE AMOUNT OF $245,000 TO SUPERIOR PAVEMENT MARKINGS, INC. FOR THE PROJECT.

Comment: This project will provide for the repainting of deteriorated pavement markings citywide.  Construction activities will include the repainting of approximately 150,000 LF of striping, 222 stop bars and stop legends, and hundreds of miscellaneous pavement markings.  In addition, City Staff will augment the effort by painting approximately 69,000 LF of curb markings.


9.
ACCEPTANCE OF THE CONTRACT FOR THE WILSHIRE BOULEVARD MID-BLOCK PEDESTRIAN CROSSING BETWEEN SWALL DRIVE AND CLARK DRIVE BY STEINY AND COMPANY IN THE FINAL AMOUNT OF $122,159.84 AND AUTHORIZATION TO CITY CLERK TO RECORD NOTICE OF COMPLETION.

Comment:  It is recommended that the described work with Steiny and Company be accepted and authorization be given for the recordation of the Notice of Completion.  This project was jointly funded with Jones BH Acquisitions, LLC (Audi) and finished within budget leaving a P.O. balance of $7,840.16.  Based on the funding agreement with Audi, a refund of $3,920.08 is due from the City to Audi.


10.
A PURCHASE ORDER TO WONDRIES FLEET GROUP FOR A TOTAL NOT-TO-EXCEED AMOUNT OF $256,331.18 FOR PURCHASE OF SIX (6) CHEVROLET POLICE PATROL VEHICLES, ONE (1) FORD POLICE K-9 PATROL VEHICLE AND ONE (1) FORD POLICE COMMERCIAL ENFORCEMENT VEHICLE.

Comment: Staff recommends that the City Council (1) find that the conformance with the bidding procedures in the Municipal Code would be contrary to the best interests of the City, (2) waive the bidding requirements as the City is utilizing the Orange County Public Works Department and the Los Angeles County Sherriff's Department bid processes, and (3) move to approve a purchase order in the amount of $256,331.18 to Wondries Fleet Group for the purchase of six Chevrolet Police Patrol Vehicles, one Ford Police K-9 Patrol Vehicle and one Ford Police Commercial Enforcement Vehicle to replace eight job-worn vehicles currently assigned to the Police Department (PD) Patrol Bureau, Emergency Services Bureau and Traffic Bureau.

VARIOUS CITY PURCHASING AND BUDGET TRANSACTIONS AS DESCRIBED HEREIN:

ITEM A: AN AGREEMENT WITH PACIFIC MUNICIPAL CONSULTANTS FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ADMINISTRATION AND PROGRAM IMPLEMENTATION OF THE HOUSING REHABILITATION PROGRAM FOR SINGLE FAMILY UNITS IN 2014-2015; AND,

APPROVAL TO ISSUE A PURCHASE ORDER IN THE AMOUNT OF $128,528 FOR SERVICES DESCRIBED.

Comment: Pacific Municipal Consultants will perform single family unit housing rehabilitation services up to $15,000 per qualified resident household. It is anticipated that the majority of program beneficiaries will be members of the City's low-income, elderly population.

ITEM B: AN AGREEMENT WITH PACIFIC MUNICIPAL CONSULTANTS FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ADMINISTRATION AND PROGRAM IMPLEMENTATION OF THE HANDYWORKER SERVICES PROGRAM FOR MULTI-FAMILY UNITS IN 2014-2015; AND,

APPROVAL TO ISSUE A PURCHASE ORDER IN THE AMOUNT OF $107,820 FOR SERVICES DESCRIBED.

Comment: Pacific Municipal Consultants will perform multi-family unit handyworker services up to $5,000.00 per qualified resident household.

ITEM C: AN AGREEMENT WITH STEP UP ON SECOND FOR OUTREACH AND ENGAGEMENT PROGRAM IN SUPPORT OF CITY'S CLASP PROGRAM; AND,

APPROVAL TO ISSUE A PURCHASE ORDER IN THE AMOUNT OF $90,100 FOR CONTINUATION OF SERVICES DESCRIBED.

Comment: Step Up on Second's Changing Lives and Sharing Places (CLASP) program shall provide a Homeless Outreach and Engagement Team ("Outreach Team") including two persons to work within the City limits and evaluate, assess and refer for services those identified as homeless and/or in need of community mental health support services.

AN INTERIM ORDINANCE OF THE CITY OF BEVERLY HILLS EXTENDING INTERIM ORDINANCE NO. 14-O-2663 PROHIBITING THE EXPANSION OF THE LEVEL PAD AREA OF LOTS IN THE HILLSIDE AREA OF THE CITY AND DECLARING THE URGENCY THEREOF.

Comment: Discussion of the status of the interim ordinance prohibiting the expansion of level pads in the Hillside Area, and a request to extend the interim ordinance by 160 days.


2.
RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS DECLARING AND IMPLEMENTING STAGE "B" WATER CONSERVATION MEASURES.

Comment: This resolution enacts a 10% reduction in potable water use in response to the State's emergency conservation measures. The resolution sets forth the penalty rates for exceeding certain water usage limits, and sets forth mandatory water conservation acts.
