AMENDMENTS TO CONFLICT OF INTEREST CODES FOR VARIOUS CITY DEPARTMENTS.

Comment: Amends Conflict of Interest Codes to reflect new and deleted positions, and position title changes.


6.
AGREEMENT WITH CALIFORNIA WEST COAST PAINT AND BODY SHOP FOR VEHICLE BODY REPAIR AND PAINTING SERVICES.

Comment: Staff recommends that the City Council approve an agreement with California West Coast Paint and Body for vehicle body repair and painting services on an as-needed basis for City vehicles at the Contractor location. These services are necessary to ensure the vehicles in the City fleet are safe, reliable and in good condition. This agreement could be extended for two additional one year terms for a not-to-exceed total of $150,000.00.


7.
AGREEMENT WITH RTK ARCHITECTS, INC. FOR CONSULTANT DESIGN SERVICES RELATED TO POLICE FACILITY SECOND AND THIRD FLOOR REMODEL PROJECT; AND

APPROVAL OF A PURCHASE ORDER IN THE AMOUNT OF $99,680 TO RTK ARCHITECTS, INC. FOR THE SERVICES.

Comment: Recommends the approval of the agreement to provide design and engineering services to remodel portions of the Police Facility on the second and third floors to improve operations in the Traffic Bureau, Records Bureau and Watch Commander's Office.


8.
APPROPRIATION OF $150,000 FROM THE GENERAL FUND; AND

APPROVAL OF AMENDMENT NO. 2 TO AN AGREEMENT WITH KEC ENGINEERS, INC. TO PROVIDE CONTRACT PUBLIC WORKS INSPECTION SERVICES FOR THE INSTALLATION OF AT&T OUTDOOR DISTRIBUTED ANTENNA SYSTEM CITY-WIDE IN THE AMOUNT OF $150,000, FOR A TOTAL CONTRACT AMOUNT OF $200,000; AND

APPROVAL OF A PURCHASE ORDER TO KEC ENGINEERS, INC. FOR INSPECTION SERVICES IN THE AMOUNT OF $150,000.

Comment: This report recommends an amendment to the agreement to provide specialized inspection services for the installation of seventy-five AT&T Outdoor Distributed Antenna System (oDAS) nodes throughout the City. All costs associated with this Agreement are reimbursed by AT&T.

THE AWARD OF CONTRACT TO C.S. LEGACY CONSTRUCTION, INC. FOR THE ROXBURY PARK PLAYGROUND RENOVATION PROJECT; AND APPROVING PLANS AND SPECIFICATIONS THEREFOR; AND

APPROVAL OF PURCHASE ORDER TO C.S. LEGACY CONSTRUCTION, INC. FOR THE CONTRACT WORK IN THE TOTAL AMOUNT OF $1,065,626.

Comment: Recommends the award of contract for the renovation of the playground at Roxbury Park inclusive of alternate bid items for a new water/sand play area, shade sails and canopies over the play equipment and swings, and a new picnic area.


10.
THE AWARD OF CONTRACT TO SOUTH COAST PAINTING FOR THE 216 SOUTH BEVERLY PARKING STRUCTURE PAINTING PROJECT; AND APPROVING PLANS AND SPECIFICATIONS THEREFOR; AND

APPROVAL OF A PURCHASE ORDER TO SOUTH COAST PAINTING FOR THE CONTRACT WORK IN THE TOTAL AMOUNT OF $73,800.

Comment: Recommends the award of contract for the interior and exterior painting of the City parking garage at 216 South Beverly Drive.


11.
ACCEPTANCE OF THE CONTRACT WORK FOR THE PARKING FACILITIES WATERPROOFING PROJECT IN VARIOUS CITY PARKING FACILITIES BY ANGELUS WATERPROOFING & RESTORATION CORPORATION, IN THE FINAL CONTRACT AMOUNT OF $1,806,517.44.

Comment: Recommends that the City Council accept the contract work described in the Agenda Report with Angelus Waterproofing & Restoration, Inc., and authorize the Notice of Completion


12.
ACCEPTANCE OF CONTRACT WORK FOR THE BEVERLY HILLS RESERVOIR IRRIGATION PROJECT BY STL LANDSCAPE, INC. IN THE FINAL CONTRACT AMOUNT OF $148,300.00.

Comment: It is recommended that the City Council accept the described contract work with STL Landscape, Inc. and authorize the recordation of the Notice of Completion


13.
ACCEPTANCE OF THE CONTRACT WORK FOR THE MODERNIZATION OF ELEVATOR EQUIPMENT IN THREE CITY FACILITIES BY LIFTECH ELEVATOR SERVICES CORPORATION, IN THE FINAL CONTRACT AMOUNT OF $1,432,716.

Comment: It is recommended that the City Council accept the described contract work with Liftech Elevator Services Corporation. and authorize the recordation of the Notice of Completion.


14.
AN ENCROACHMENT PERMIT AND COVENANT WITH HOUSE OF BIJAN, LESSEE OF THE PROPERTY LOCATED AT 420 NORTH RODEO DRIVE, BEVERLY HILLS, TO ENCROACH INTO THE PUBLIC RIGHT-OF-WAY ON RODEO DRIVE.                                                

Comment: Approval of an encroachment agreement between the City of Beverly Hills and House of Bijan for the installation of permanent plaques embedded in the sidewalk and a decorative parking meter in the public right-of-way.


15.
REJECTION OF BIDS FOR CONTRACT WORK PERTAINING TO THE POLICE FACILITY OVERSIZED VEHICLE STORAGE PROJECT.

Comment: Recommends that the City Council reject all bids and direct staff to redesign the project.

ORDINANCE OF THE CITY OF BEVERLY HILLS AMENDING THE BEVERLY HILLS MUNICIPAL CODE REGARDING THE WATER CONSERVATION STAGES.  First Reading - For Introduction.

Comment:  This ordinance amends the municipal code to provide for an exemption for Tier 1 single family and multi-family users from the requirement to reduce water usage imposed by Stages B, C, and D of the City's water conservation plan, as well as the applicable penalty surcharges.

PARKING AUTHORITY CONTINUED AND NEW BUSINESS

AMENDMENT NO. 2 TO THE AMENDED AND RESTATED LEASE BY AND AMONG THE CITY OF BEVERLY HILLS, WALLIS ANNENBERG CENTER FOR THE PERFORMING ARTS AND THE PARKING AUTHORITY OF THE CITY OF BEVERLY HILLS

CITY OF BEVERLY HILLS AND THE PARKING AUTHORITY OF THE CITY OF BEVERLY HILLS AMENDMENT NO. 1 TO ESTOPPEL AND CONSENT NO. 2 IN CONNECTION WITH THE WALLIS ANNENBERG CENTER FOR THE PERFORMING ARTS.

Comment: These amendments modify the lease provisions regarding hazardous materials, offsite improvements and fine art requirements and extend the expiration date of the estoppel and consent from December 31, 2017 to December 31, 2019.

RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS MODIFYING PREFERENTIAL PARKING PERMIT ZONE "O" ON THE 700 BLOCK OF NORTH ARDEN DRIVE.

Comment: Resident initiated request to modify or reverse the 2-Hour daytime and No Parking evening permit regulation adopted on June 24, 2014, to unrestricted parking.

RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS MODIFYING PREFERENTIAL PARKING PERMIT ZONE "AF" ON THE 100 BLOCK OF NORTH WILLAMAN DRIVE BETWEEN WILSHIRE BOULEVARD AND CLIFTON WAY.

Comment: Resident initiated request to modify existing 1-hour daytime permit regulation to "No Parking Anytime, Permit 'AF' Exempt."
