ORDINANCE OF THE CITY OF BEVERLY HILLS:

AMENDING THE BEVERLY HILLS MUNICIPAL CODE TO INCREASE THE CAMPAIGN CONTRIBUTION LIMIT FOR CANDIDATES WHO ACCEPT THE VOLUNTARY EXPENDITURE LIMIT FOR CITY ELECTIONS. First Reading - For Introduction.

Comment: This ordinance increases the individual contribution limit from $400 to $450 per contributor or entity if the candidate accepts the voluntary spending limit for elections. The voluntary expenditure limit remains at $80,000. Contribution limit remains $125 if the candidate does not accept the spending limit.

PROHIBITING TRANSACTIONS IN WHICH COMPENSATION IS PAID FOR THE PURPOSE OF FACILITATING A CHANGE IN THE OCCUPANCY OF A PUBLICLY OWNED PARKING SPACE.  Second Reading - For Adoption.

Comment: This ordinance prohibits the payment or receipt of compensation (whether monetary, in-kind, or in any other form) for reserving or vacating any public parking space in the City of Beverly Hills, and prohibits the facilitation of such transactions.

ADDING SECTION 5-6-604 TO THE BEVERLY HILLS MUNICIPAL CODE TO PROHIBIT THE USE OF UNMANNED AIRCRAFT TO RECORD OR TRANSMIT VISUAL IMAGES OR AUDIO RECORDINGS OF PERSONS OR PRIVATE PROPERTY LOCATED IN THE CITY OF BEVERLY HILLS. Second Reading - For Adoption.

Comment: This ordinance generally prohibits the use of private unmanned aircraft (drones) within the City of Beverly Hills to record or transmit any visual image or audio recording of any person or private real property in the City under circumstances where the subject person or owner of the subject property has a reasonable expectation of privacy.

A. CALLING AND GIVING NOTICE OF THE HOLDING OF A REGULAR MUNICIPAL ELECTION TO BE HELD ON TUESDAY, MARCH 3, 2015, FOR THE ELECTION OF CERTAIN OFFICERS AS REQUIRED BY THE PROVISIONS OF THE LAWS OF THE STATE OF CALIFORNIA RELATING TO GENERAL LAW CITIES;

B. CONSENTING TO AN ELECTION CONSOLIDATION WITH THE CITY OF LOS ANGELES, INCLUDING THE LOS ANGELES COMMUNITY COLLEGE DISTRICT AND THE LOS ANGELES UNIFIED SCHOOL DISTRICT AND ORDERING THAT THE FOUR (4) SEATS ON THE BOARD OF TRUSTEES OF THE LOS ANGELES COMMUNITY COLLEGE DISTRICT AND THE ONE (1) SEAT ON THE BOARD OF EDUCATION OF THE LOS ANGELES UNIFIED SCHOOL DISTRICT APPEAR ON THE BALLOT OF THE REGULAR MUNICIPAL ELECTION TO BE HELD ON TUESDAY, MARCH 3, 2015;

C. REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO DIRECT THE COUNTY REGISTRAR/RECORDER TO RENDER SPECIFIED SERVICES TO THE CITY RELATING TO THE CONDUCT OF A REGULAR MUNICIPAL ELECTION TO BE HELD ON TUESDAY, MARCH 3, 2015; AND

D. ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE PERTAINING TO CANDIDATES' STATEMENTS SUBMITTED TO THE VOTERS AT THE REGULAR MUNICIPAL ELECTION TO BE HELD ON TUESDAY, MARCH 3, 2015.

Comment: Requests adoption of resolutions relating to the conduct of the March 3, 2015 General Municipal Election.


9.
APPROVING THE FINAL MAP FOR TRACT NO. 66866 (9876 WILSHIRE BOULEVARD)

Comment: This is a request for City Council adoption of findings that Final Tract Map No. 66866 substantially conforms to its vesting tentative tract map and all applicable requirements of the State Subdivision Map Act and the City's subdivision ordinance, and accept dedications of public right-of-way.


APPROVAL OF:

AN AGREEMENT WITH MARTIN & CHAPMAN CO. FOR ELECTION SERVICES AND SUPPLIES FOR THE MARCH 3, 2015 GENERAL ELECTION; AND,

APPROVE A PURCHASE ORDER IN THE AMOUNT OF $90,000 TO MARTIN & CHAPMAN CO. FOR ELECTION SERVICES AND SUPPLIES.

Comment: Provides for election services and supplies needed to conduct the General Municipal Election taking place on March 3, 2015.


11.
AMENDMENT NO. 1 TO AN AGREEMENT WITH TRUKSPECT, INC. TO PROVIDE THE CITY OF BEVERLY HILLS WITH HEAVY CONSTRUCTION VEHICLE INSPECTIONS AND RELATED SERVICES;

APPROVE AN APPROPRIATION FROM THE GENERAL FUND IN THE AMOUNT OF $71,000 FOR THESE SERVICES; AND

AUTHORIZE A CHANGE ORDER IN THE AMOUNT OF $71,000 FOR A TOTAL AMOUNT NOT-TO-EXCEED $120,000 FOR THESE SERVICES.

Comment: Appropriation of funds and Amendment No. 1 to Trukspect, Inc. agreement to continue vehicle inspection services for the Trousdale Estates Traffic Management Program.


12.
ACCEPTANCE OF THE CONTRACT WORK FOR THE 2012-2013 STREET RESURFACING - VARIOUS LOCATIONS BY ALL AMERICAN ASPHALT, IN THE FINAL AMOUNT OF $2,824,499.25; AND

AUTHORIZATION OF CITY CLERK TO RECORD NOTICE OF COMPLETION.

Comment: Staff recommends that the City Council move to accept the described work with All American Asphalt, and authorize the City Clerk to record the Notice of Completion.


13.
ACCEPTANCE OF THE CONTRACT FOR THE "CONSTRUCTION OF EASTSIDE WATER MAIN/HYDRANT REPLACEMENT PROJECT PHASE II WITHIN THE CITY OF BEVERLY HILLS" BY WILLIAMS PIPELINE CONTRACTOR, INC. IN THE FINAL AMOUNT OF $2,944,546.43; AND

AUTHORIZATION OF CITY CLERK TO RECORD NOTICE OF COMPLETION.

Comment: Staff recommends that the City Council move to accept the described work with Williams Pipeline Contractor, Inc. and authorize the City Clerk to record the Notice of Completion.


14.
AN APPROPRIATION IN THE AMOUNT OF $344,500 FROM THE GENERAL FUND FOR THE TROUSDALE ESTATES TRAFFIC MANAGEMENT PROGRAM.

Comment: Recommends that City Council move to approve an appropriation of funds in the amount of $344,500 for the implementation of Trousdale Estates Traffic Management Program.


15.
APPROPRIATION OF $440,712 TO FUND HALF OF THE BEVERLY HILLS UNIFIED SCHOOL DISTRICT'S COSTS RELATED TO ITS CAMPUS SECURITY PROGRAM FOR THE 2014/2015 SCHOOL YEAR; AND

AUTHORIZE THE CITY ATTORNEY AND CITY MANAGER TO NEGOTIATE AND EXECUTE A ONE-YEAR AGREEMENT TO PROVIDE THE FUNDING TO THE DISTRICT.

Comment: Appropriates funds from the General Fund to pay for half of the school district's costs related to the Campus Security Program for the 2014/2015 school year.


16.
VARIOUS CITY PURCHASING AND BUDGET TRANSACTIONS AS DESCRIBED HEREIN:

ITEM A:  AGREEMENT WITH STEP UP ON SECOND FOR HOMELESS OUTREACH AND STABILIZATION TEAM IN SUPPORT OF CITY'S CHANGING LIVES AND SHARING PLACES ("CLASP") PROGRAM FOR COMMUNITY ASSISTANCE FUNDS; AND,

APPROVAL TO ISSUE A PURCHASE ORDER IN THE AMOUNT OF $60,000 FOR SERVICES DESCRIBED.

Comment: The CLASP team provides outreach, engagement and transitional housing for homeless individuals in Beverly Hills. The HOST agreement extends the continuum of care by providing permanent supportive housing and post-housing services to ensure housing retention.
