ORDINANCE OF THE CITY OF BEVERLY HILLS:

AMENDING THE BEVERLY HILLS MUNICIPAL CODE TO PROVIDE FOR A TAXICAB FRANCHISE SYSTEM IN THE CITY.  Second Reading - For Adoption.

Comment: This ordinance amends the Beverly Hills Municipal Code to change the regulation of taxicab service from a Certificate of Public Convenience and Necessity to a Taxicab Franchise. RESOLUTION: None


APPROVAL OF:

CONSIDERATION OF THE PURCHASE OF ARTS OF PALM CENTENNIAL ART PIECE PARTY ANIMALS BY MIKE STILKEY FOR THE BEVERLY HILLS PUBLIC LIBRARY.

Comment: Staff recommends the purchase of Party Animals by Mike Stilkey for the Beverly Hills Public Library.  This art piece was installed as part of the Arts of Palm Centennial program.  The cost of the piece is $20,000, and the Friends of the Library have allocated $5000 toward the purchase of the piece.  The Council is asked to allocate $15,000 of unexpended Centennial funds to purchase the piece.  It should be noted that there will be an annual maintenance cost associated with the piece, which is estimated to be $2000. Should City Council direct the purchase of the piece, an enhancement for the ongoing cost will be submitted through the FY 2015-16 budget process.


7.
AN AGREEMENT WITH NEW CINGULAR WIRELESS PLC, LLC (DBA AT&T MOBILITY) FOR INSTALLATION AND USE OF TELECOMMUNICATIONS ANTENNAS ON A LIGHT STANDARD ADJACENT TO 1201 COLDWATER CAÑON DRIVE.

Comment:  An agreement for the lease of one street light pole for the installation of telecommunications antennas.






8.
AGREEMENT WITH ADS CORP TO PROVIDE THE CITY OF BEVERLY HILLS WITH MAINTENANCE AND REPAIR OF SEWER FLOW MONITORING EQUIPMENT & WASTEWATER SAMPLING & DATA ANALYSIS; AND

APPROVAL OF A PURCHASE ORDER WITH ADS CORP IN AN AMOUNT NOT TO EXCEED $66,302.

Comment: This is a one year agreement for sewer flow monitoring equipment, wastewater sampling, and data analysis at five (5) locations for a not-to-exceed amount of $66,302.


9.
AGREEMENT WITH MARION DIES AND MARIAN WESTALL, FOR THE CREATION, SALE AND ASSIGNMENT OF CERTAIN RIGHTS IN THE FOUR ARTISTIC WORKS ENTITLED, "ENCHANTED WOODS I", "ENCHANTED WOODS II", "FLIGHTS OF IMAGINATION" AND "DEPTHS OF IMAGINATION"; AND

APPROVAL OF A PURCHASE ORDER IN THE AMOUNT OF $81,084 FOR THIS PURPOSE AND FOR INSTALLATION COSTS.

Comment: Provides for the purchase of four murals by Marion Dies and Marian Westall as recommended by the Friends of the Beverly Hills Public Library and accepted by the City Council at the September 23, 2014 Study Session. $93,000 for this project was donated to the City of Beverly Hills for the purpose of executing this project.


10.
AMENDMENT NO. 1 TO AN AGREEMENT WITH BROWNING AND ASSOCIATES, LLC TO PROVIDE PROFESSIONAL DEVELOPMENT SERVICES; AND

APPROVAL OF A CHANGE PURCHASE ORDER IN THE AMOUNT OF $68,500 FOR A TOTAL NOT TO EXCEED $118,500.00.

Comment: Browning and Associates provided professional consulting services to the Public Works Services Department in the development of the department's Strategic Plan. The department desires to amend its agreement with Browning and Associates to provide additional service with the implementation phase of the Strategic Plan. This added service would cost $68,500 bringing the total agreement with Browning and Associates to a not-to-exceed amount of $118,500.

ORDINANCE OF THE CITY OF BEVERLY HILLS AMENDING THE BEVERLY HILLS MUNICIPAL CODE REGARDING PUBLIC ART.  First Reading - For Introduction.

Comment: The proposed ordinance substantially revises the Public Art Ordinance for the City of Beverly Hills. Important changes include clarifying sections of the code, providing guidance on handling gifts of artwork and defining a process for deaccessioning artwork.
