ORDINANCE OF THE CITY OF BEVERLY HILLS:

AMENDING THE BEVERLY HILLS MUNICIPAL CODE TO ALLOW SYNTHETIC TURF IN RESIDENTIAL FRONT YARDS.  Second Reading - For Adoption.

Comment: The proposed ordinance was reviewed by the Planning Commission on July 23, August 13, and August 19, 2015. The ordinance modifies the Municipal Code to allow synthetic turf in residential front yards and allow synthetic turf to count toward required landscaping. The ordinance also sets standards for synthetic turf located in front yards. The City Council will consider finding the Ordinance exempt from the environmental review requirements of CEQA pursuant to Section 15305 of Title 14 of the California Code of Regulations.

APPROVAL OF:

8.
AGREEMENT WITH FEHR & PEERS TRANSPORTATION CONSULTANTS FOR AS-NEEDED TRAFFIC CONSULTING SERVICES.

Comment:   A three-year agreement for on-call transportation engineering services for a total not-to-exceed amount of $300,000 for studies related to intersection improvements, neighborhood traffic management, Metro traffic control plans, development peer review and other related transportation projects.  Depending on the project, the studies will be funded from the Community Development general fund budget, Capital Improvement Program budget or City’s allocation of transportation grant funds. 


9.
AN AGREEMENT WITH OFFICE DEPOT, INC. TO PROVIDE OFFICE SUPPLIES CITYWIDE; AND, 

APPROVAL TO ISSUE A PURCHASE ORDER IN THE AMOUNT OF $150,000 PER YEAR FOR THE SUPPLIES AND SERVICES DESCRIBED.

Comment: This is an agreement with Office Depot, Inc. to provide office supplies to the City of Beverly Hills. The amount of the purchase order requested is $150,000 per fiscal year with a three year term for a total of $450,000 with two optional one-year extensions.


10.
AGREEMENT WITH HACH COMPANY TO PROVIDE CHEMICAL REAGENTS AND MAINTENANCE SERVICE OF WATER UTILITY ON-LINE MONITORING SYSTEMS AND LABORATORY EQUIPMENT; AND

APPROVAL OF A PURCHASE ORDER IN A NOT TO EXCEED AMOUNT OF $208,331.

Comment: This is a three year agreement between the City and Hach Company for the purchase of chemical reagents and maintenance service of water utility on-line monitoring systems and laboratory equipment related to the City's water operations and approval of a Purchase Order in an amount not to exceed $208,331.


11.
AMENDMENT NO. 2 TO THE AGREEMENT WITH THE CRITTER TRAPPER FOR DEAD AND NUISANCE ANIMAL PICK-UP SERVICES; AND 

APPROVAL TO ISSUE A CHANGE ORDER TO A PURCHASE ORDER FOR AN ADDITIONAL $100,000 FOR A NOT-TO-EXCEED AMOUNT OF $150,000 FOR SERVICES DESCRIBED.

Comment: This amendment also extends the current agreement to Fiscal Year 2016-17 with an option of three additional one-year term extensions. The estimated annual cost of $20,000 of providing these services has been approved as an ongoing, recurring expenditure in the Council-approved budget for Community Development Department.

AN ORDINANCE OF THE CITY OF BEVERLY HILLS TO INCREASE RATES AND CHARGES FOR WATER SERVICES AND FACILITIES FURNISHED BY THE CITY. First Reading – For Introduction.

Comment: This is the continued public hearing regarding the City’s proposed water rate increases in FY15/16 in order to cover operational expenses and to continue to provide a high quality and reliable water supply.

CONTINUED AND NEW BUSINESS

1.
EMPLOYMENT AGREEMENT BETWEEN THE CITY OF BEVERLY HILLS AND MAHDI ALUZRI.

Comment: This Agreement will employ Mahdi Aluzri as City Manager.


2.
CONDITIONS, COVENANTS AND RESTRICTIONS BETWEEN THE CITY OF BEVERLY HILLS AND THE TAMMY APARTMENTS, LLC, A CALIFORNIA LIMITED LIABILITY COMPANY; AND 

REQUEST FOR APPROVAL TO ISSUE A PURCHASE ORDER IN THE AMOUNT OF $63,000 FOR HOUSING UNIT RESTRICTED BY THE CITY OF BEVERLY HILLS FOR THE HOMELESS.

Comment: In exchange for $63,000, Beverly Hills restricts apartment #2 at Tammy Apartments (1146-1148 Tamarind Avenue Los Angeles) for a 25 year period for occupancy by a qualified homeless individual selected by the City of Beverly Hills. Rent will not exceed 30% of tenant's income. Owner shall provide Life Skills program and other supportive services to support tenant in maintaining housing.


3.
RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS MODIFYING PREFERENTIAL PARKING PERMIT ZONE “EE” ON THE 400 BLOCK OF SOUTH ALMONT DRIVE BETWEEN OLYMPIC BOULEVARD AND WHITWORTH DRIVE.

Comment: Resident petition to modify the existing 2-hour daytime permit regulation to No Parking, 8 a.m. to 6 p.m., Monday through Saturday, Except by Permit.”
