1. Request to Re-Schedule Two City Council Meeting Dates
At the April 5, 2016 Study Session, the City Council confirmed meeting dates through December 2016.  Thursday, August 25, 2016 and Tuesday, November 15, 2016 are two of the confirmed dates and staff needs direction from City Council to keep, change or cancel these meeting dates.

2. Request by Mayor Mirisch to Discuss Establishing an Ordinance that Would Prohibit Buildings from Being Demolished Prior to Approval of a Replacement Project for the Site
First Agendized June 21, 2016

At the City Council’s June 6, 2016 meeting, a member of the public requested that the City adopt an ordinance that would prohibit buildings from being demolished prior to approval of a replacement project for the site.  Based on the comments received, the Mayor requested that the item be placed on the agenda for discussion.

3. Request by Mayor Mirisch to Consider a Resolution of the Council of the City of Beverly Hills in Support of the California Death Penalty Repeal Initiative (“The Justice That Works Act of 2016”)
First Agendized July 19, 2016

Per a request by Mayor Mirisch, this item seeks City Council support for the state ballot initiative known as “The Justice That Works Act of 2016.” The measure, which is on the November 2016 ballot, would repeal the state death penalty and replace the maximum punishment for murder with life in prison without possibility of parole. It would apply retroactively to those already sentenced to death.

4. Request by Vice Mayor Krasne to Discuss the Process of Negotiating Development Agreements
This report reviews the City’s informal development agreement process and provides information on the processes of other cities.

5. Request by Mayor Mirisch to Review Smoke-Free Multi-Unit Housing Policies
This report reviews smoke-free multi-unit housing policies, provides preliminary research and offers recommendations on how to proceed with such a policy, should the Council decide to pursue it.

6. Public Outreach Framework for Consideration of Uses for City-Owned Property on Foothill Drive
Staff will present a framework for public outreach regarding possible use of approximately 6.5 acres of City property and 0.05 acres of private property located along Foothill Drive and Third Street.  Council directed staff to return for approval of a framework after Townscape Partners, Gehry Partners and Angelo Gordon Real Estate, Inc. jointly presented a development proposal for the site and agreed to fund a public review process.

7. Los Angeles Marathon Request for Beverly Hills Participation in 2017 and 2018
Seeks City Council direction regarding request to include the City of Beverly Hills in future Los Angeles Marathon events.

C - INFORMATION


8. Approval of Study to Compare Private Sector Salaries and Benefits with That of Comparable City of Beverly Hills Positions to be Performed by Students of the University of Southern California Marshall School of Business MBA Program
The City has received a request from the University of Southern California to perform a study using students to compare private sector salaries and benefits with that of the City of Beverly Hills. City staff time commitment would be minimal and would include initial meetings to discuss the scope of the project and to provide the City's pay and benefit information. Though USC would not charge the City for the study, there may be some minimal cost reimbursement for supplies and travel that can be paid for from existing budgetary funds.
