This report details the selection process and recommendation of the consulting firm Greenberg Glusker to assist the Development Agreement Ad Hoc Committee in negotiations regarding 9900 Wilshire Boulevard (One Beverly Hills).

This item is a request from Councilmember Gold requesting that the City Council consider opposing State Ballot Proposition 57, the 'California Parole for Non Violent Criminals and Juvenile Court Trial Requirements Initiative.'  This ballot measure is on the November 8, 2016 California state ballot.

5. Public Education Program for the Hilton Condominium Tower Initiative
Request for the City Council to consider a public education program for the 'The Hilton Condominium Tower Initiative.' The initiative is on the November 8, 2016 ballot and seeks approval of this development project from Beverly Hills voters.

6. Request by Vice Mayor Krasne to Consider Advertising in City Public Parking Facilities
Staff will provide the City Council with information regarding options for permitting advertisements inside of City public parking structures, including a past proposal from a private contractor. Staff is seeking City Council direction on whether to proceed with the development of an advertising program for City public parking structure interiors.

Provides update on helmets and Traffic & Parking Commission recommendations for bike share station locations.

8. Update/Clarification on Water Capacity Charges for Fire Services
Staff is recommending the following update/clarification on fire services capacity fees be received and filed.  Based on input from the City’s rate consultant, Public Works Commission, and Public Works Liaison Committee, it was clarified that capacity fees for requested fire services for new development/redevelopment  projects are built into the domestic meter water capacity charges previously adopted by City Council in 2015.  As a result, it was recommended that only installation charges and not capacity charges be applied to fire services.
