FUNDING AGREEMENT WITH THE BEVERLY HILLS CHAMBER OF COMMERCE AND CIVIC ASSOCIATION FOR BUSINESS ATTRACTION AND RETENTION SERVICES FOR FISCAL YEAR 2017-2018; AND

APPROVAL OF A PURCHASE ORDER IN AN AMOUNT NOT-TO-EXCEED $252,660 TO THE BEVERLY HILLS CHAMBER OF COMMERCE AND CIVIC ASSOCIATION FOR THESE SERVICES.

Comment: This is a funding agreement between the City and the Beverly Hills Chamber of Commerce for business outreach and retention services for FY 2017-18. The City Council is also asked to approve a purchase order in a not-to-exceed amount of $252,660 for these services.

ACCEPT A DONATION OF THE “PORTRAITS OF HOPE” ART EXHIBIT TO CITY AND AUTHORIZE THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH CENTER FOR AMERICAN STUDIES AND CULTURE FOR DONATION, INSTALLATION, MAINTENANCE AND REMOVAL OF THE “PORTRAITS OF HOPE” ART EXHIBIT AT THE LILY POND.

Comment: The Center for American Studies and Culture will be donating artwork related to Ed Massey’s Portraits of Hope for display, including installation, maintenance and removal, to coincide with the City’s B.O.L.D. initiative during the month of August, at no cost to the City

AGREEMENT WITH IPC (USA), INC. FOR SUPPLY OF GASOLINE AND DIESEL FUELS; AND

APPROVAL OF A PURCHASE ORDER IN THE NOT-TO-EXCEED AMOUNT OF $725,000 TO IPC (USA), INC. FOR SUPPLY OF GASOLINE AND DIESEL FUELS.

Comment: Agreement and purchase order will provide fuels for City vehicles and generators.

AGREEMENT WITH STAR, INC. FOR AFTER SCHOOL AND SUMMER CLASS INSTRUCTION SERVICES THROUGH THE CITY'S DEPARTMENT OF COMMUNITY SERVICES; AND 

APPROVAL TO ISSUE A PURCHASE ORDER IN THE  AMOUNT OF $270,000 FOR THE SERVICES DESCRIBED.

Comment: Staff recommends that City Council approve a one year agreement for vendor to conduct after school and summer class instruction services in the amount not to exceed $270,000.

APPROVAL OF A PURCHASE ORDER TO JAS PACIFIC FOR A TOTAL NOT TO EXCEED AMOUNT OF $250,000

C. AGREEMENT WITH CSG CONSULTANTS, INC. TO PROVIDE PLAN REVIEW AND SUPPLEMENTAL CONSULTING SERVICES; AND

APPROVAL OF A PURCHASE ORDER TO CSG CONSULTANTS, INC. FOR A TOTAL NOT TO EXCEED AMOUNT OF $250,000.

Comment: This report recommends City Council approve agreements for Plan Review and Supplemental Services to maintain acceptable customer service demands during peak periods; including JLee Engineering, Inc.; JAS Pacific, and CSG Consultants, Inc.; and approval of corresponding purchase orders in a total amount not to exceed $1,100,000.

AWARD OF A CONTRACT TO BEST CONTRACTING SERVICES, INC., FOR THE ROXBURY CLUBHOUSE ROOFING REPLACEMENT PROJECT - BID# 17-32; AND

APPROVAL OF A CORRESPONDING CONSTRUCTION AGREEMENT IN THE NOT-TO-EXCEED AMOUNT OF $159,256; AND

APPROVAL OF A CORRESPONDING PURCHASE ORDER IN THE NOT-TO-EXCEED AMOUNT OF $159,256; AND

APPROVAL OF THE SPECIFICATIONS THEREFOR.

Comment: This will provide funding for the removal of the existing roofing at the Roxbury Clubhouse and installation of a new thermoplastic roof membrane.

REJECTION OF BID FOR THE FIRE STATION NO. 2 TENANT IMPROVEMENT PROJECT.

Comment: Staff recommends that City Council move to reject the bid for the Fire Station No. 2 Tenant Improvement Project and authorize the rebidding of the work.

AN ORDINANCE OF THE CITY OF BEVERLY HILLS PROHIBITING ALL COMMERCIAL CANNABIS ACTIVITY (BOTH MEDICAL AND NON-MEDICAL) EXCEPT FOR DELIVERIES OF MEDICAL CANNABIS, MAKING RELATED MUNICIPAL CODE AMENDMENTS, AND FINDING THE ORDINANCE EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. First Reading – For Introduction.

Comment: The proposed ordinance strengthens the wording of the City's current marijuana ordinance to expressly prohibit all forms of cannabis-related businesses with the exception of allowing medical marijuana delivery to residents.

CITY COUNCIL REVIEW AND CONSIDERATION OF THE MANAGEMENT PARTNERS STAFFING PLAN, PROGRAM COSTS, AND IMPLEMENTATION PLAN FOR THE RENT STABILIZATION PROGRAM; 

RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS APPROVING THE RENT STABILIZATION PROGRAM OPERATING BUDGET FOR FISCAL YEAR 2017-2018; APPROPRIATING FUNDS THEREFOR; AND AUTHORIZING THE CITY MANAGER TO MODIFY APPROVED BUDGET TO ALLOCATE POSITIONS; 

UPDATE ON EDUCATIONAL WORKSHOPS AND FACILITATED DIALOGUE SESSIONS.

Comment: The consultant, Management Partners, will present their findings on the staffing, program costs, and plan to implement the rent stabilization ordinance. Staff recommends that City Council approve a resolution approving the program's operating budget for FY 2017-18, appropriate funds, and authorize the City Manager to modify the approved budget to allocate positions. Information regarding the education workshops held in June and the first facilitated dialogue sessions will also be provided.
