AMENDING THE BEVERLY HILLS MUNICIPAL CODE TO CHANGE THE QUALIFICATIONS FOR SERVING ON THE ARCHITECTURAL COMMISSION. First Reading - For Introduction.

Comment: This ordinance changes the qualifications for one of the Architectural Commissioner positions.



RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS:

APPOINTING FORMER TRAFFIC AND PARKING COMMISSIONER JEFFREY LEVINE TO SERVE THE REMAINDER OF COMMISSIONER PAMELA HENDRY’S INITIAL TERM.

Comment: This resolution appoints former Traffic and Parking Commissioner Jeffrey Levine to serve the remainder of Commissioner Pamela Hendry’s first term through June 30, 2019.

LETTER OF SUPPORT FOR H.R. 6725, U.S. – ISRAEL DIRECTED ENERGY COOPERATION ACT OF 2018.

Comment: At the December 14, 2018 City Legislative/Lobby Liaison Committee meeting, the Liaisons (Vice Mayor Mirisch and Councilmember Friedman) approved sending a letter of support for the United States House of Representatives Bill 6725, U.S.-Israel Directed Energy Cooperation Act of 2018. This item seeks authorization from the City Council to send a letter of support as the topic is not included in the City's Legislative Platform.


5.
AGREEMENT WITH CANNON CORPORATION TO PROVIDE PROFESSIONAL CONSULTING ENGINEERING SERVICES FOR THE DESIGN OF FISCAL YEAR 2018/19 WATERLINE REPLACEMENT PROJECT; AND

APPROVAL OF A PURCHASE ORDER IN THE NOT-TO-EXCEED AMOUNT OF $451,982.30 TO CANNON CORPORATION.

Comment: Staff recommends that the City Council move to approve an agreement between the City of Beverly Hills and Cannon Corporation for the design of Fiscal Year 2018/19 Waterline Replacement Project.


6.
AUTHORIZE THE CITY MANAGER TO APPROVE AN AGREEMENT WITH A COMPANY TO BE DETERMINED TO PROVIDE TREE PLANTING SERVICES FOR THE CIVIC CENTER DRIVE TREE PLANTING PROJECT, FIND THE PROJECT EXEMPT FROM CEQA; AND

APPROVAL OF A PURCHASE ORDER IN AN AMOUNT NOT TO EXCEED $600,000 FOR THE PROJECT.

Comment: Trees were removed in 2015 from the north side of Lot 13 that borders North Santa Monica Boulevard. This project provides for the reforestation of the Civic Center Drive right-of-way, just south of Lot 13, between Beverly Boulevard and the alley west of Oakhurst Drive. Up to 51 large trees of various species will be planted along the north side of Civic Center Drive.

AN AMENDMENT NO. 1 TO AN AGREEMENT WITH JOANA TROCAN DBA CHEER 4U ATHLETICS FOR CHEER INSTRUCTION AT VARIOUS CITY PARKS; AND 

APPROVAL TO ISSUE A BLANKET PURCHASE ORDER FOR A NOT-TO-EXCEED AMOUNT OF $53,000 FOR THE SERVICES DESCRIBED ABOVE.

Comment: Staff recommends that City Council approve Amendment No. 1 to an agreement with Joana Trocan DBA Cheer 4U Athletics to provide cheer instruction through the City's Community Services Department. The Amended Agreement indicates a not-to-exceed amount of $53,000 for FY 2018-2019 including an option for 2 one year extensions. The total not to exceed amount for the agreement is $159,000. The increase is offset by revenue.


8.
AMENDMENT NO. 1 TO THE AGREEMENT WITH KITCHELL/CEM, INC. FOR PROFESSIONAL PROJECT AND CONSTRUCTION MANAGEMENT SERVICES FOR GREYSTONE MANSION PROJECTS; AND

APPROVAL OF A CORRESPONDING CHANGE PURCHASE ORDER TO KITCHELL/CEM, INC. IN THE AMOUNT OF $30,000.00 FOR A TOTAL NOT-TO-EXCEED AMOUNT OF $80,000.00.

Comment: This amendment is to increase the consideration to a not to exceed amount of $75,000 for continuation of project management services related to the Greystone fountains, brick paths, Pool House and the Stables.

A CONTINUATION OF DECLARATION THAT THE PUBLIC INTEREST AND NECESSITY REQUIRES CERTAIN WORK TO BE PERFORMED WITHOUT COMPETITIVE BIDDING PURSUANT TO PUBLIC CONTRACT CODE SECTIONS 22035 AND 22050.

Comment: The City is managing a project to plug oil wells on Beverly Hills Unified School District property. Pursuant to Public Contract Code 22050, at each regularly scheduled meeting, City Council shall determine, by four-fifths vote, that there is a need to continue the project without competitive bidding until the project is completed.

AN ORDINANCE OF THE CITY OF BEVERLY HILLS TO MODIFY RATES AND CHARGES FOR WATER SERVICES AND FACILITIES FURNISHED BY THE CITY. First Reading – For Introduction.

Comment: Staff recommends modifying rates and charges for water services to restructure the consumption and fixed service charges based on the cost-of-service study, add a water reliability charge, and substitute a revenue stabilization rates schedule during water shortages instead of previous baseline methods.

APPROVAL OF TWO RESOLUTIONS OF THE COUNCIL OF THE CITY OF BEVERLY HILLS DESIGNATING, RESPECTIVELY, THE "WILSHIRE-REXFORD OFFICE BUILDING" AT 9300 WILSHIRE BOULEVARD AND THE "DAVID O. SELZNICK RESIDENCE" AT 1050 SUMMIT DRIVE AS LOCAL LANDMARKS AND PLACING THE PROPERTIES ON THE BEVERLY HILLS REGISTER OF HISTORIC PROPERTIES; AND 

THE COUNCIL WILL ALSO CONSIDER ADOPTION OF TWO CATEGORICAL EXEMPTIONS, PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT.

Comment: At the recommendation of the Cultural Heritage Commission and with concurrence of the property owners, the City Council will consider adding two landmark properties to the Beverly Hill Register of Historic Properties.


3.
AN ORDINANCE OF THE CITY OF BEVERLY HILLS AMENDING THE BEVERLY HILLS MUNICIPAL CODE TO MODIFY THE FINDINGS FOR CERTAIN MINOR ACCOMMODATIONS FOR ACCESSORY STRUCTURES IN THE CENTRAL AREA OF THE CITY AND MODIFYING THE LANGUAGE PERTAINING TO THE FINDINGS FOR CENTRAL R-1 PERMITS. First Reading - For Introduction.

Comment: The proposed Ordinance includes modifications to code language to add a finding for consideration by the reviewing authority for Minor Accommodation requests for certain accessory structures located in the Central Area and to change the language regarding findings for Central R-1 Permits.
