Deputy City Manager and Director of Capital Assets

David Lightner, Deputy City Manager and Director of the Capital Assets Department, holds a Bachelor of Architecture degree from California Polytechnic State University, San Luis Obispo and a Master of Business Administration degree from Harvard University.  Lightner is responsible for the City’s capital asseets including infrastructure projects and City-owned real estate and for the creation of affordable housing.

Mr. Lightner's previous experience with the City includes service as director of economic development, deputy director of Planning and Community Development, and a consultant on urban design issues.  Additional work experience prior to association with the City includes architectural designer and architectural show set designer.  

Mr. Lightner is a member of the Urban Land Institute, the International Downtown Association and the International City Management Association.
