Don Rhoads,  Director of Administrative Services & Chief Financial Officer

Don Rhoads came to Beverly Hills in 2013 from the City of Monterey, Calif., where he served as their Finance Director for 14 years.  Before that he was Monterey’s Financial Services Manager as well as serving as the Assistant Finance Director in Porterville, Calif. His private sector positions include senior accountant for the CPA firm Dennis Hylton & Company and staff accountant in the auditing division of Grant Thornton International, Ltd.

Mr. Rhoads has a B.S. in Business Administration and Accounting from California State University, Fresno and a Master of Liberal Arts degree from Harvard University. In addition, Mr. Rhoads has been a Certified Public Accountant since 1987. 

Don has been very active in statewide professional organizations, including serving as president of the League of California Cities Fiscal Officers Department and as a board member for the California Society of Municipal Finance Officers.  He has also served on numerous professional committees including the Career Development, Technology and Conference Site Selection committees and is a current member of the Popular Annual Financial Reporting Special Review Committee. 

Additionally, Don Rhoads has won multiple awards for financial reporting from the Government Finance Officers Association and is responsible for two cities earning the prestigious Certificate of Achievement for Excellence in Financial Reporting.
