Central Area Single-Family Home Bulk and Mass Study

The Central Area Bulk & Mass Study is a review of bulk and mass and parking for homes in the Central Area of the City. The goal is to identify ways of ensuring that new homes have a comparable scale and mass as existing neighborhoods.  The map below displays the single family areas of the City in yellow that are part of this study.

 

Draft goals that have been developed for the study include:

  • Reduce perceived mass and bulk of homes in the Central Area
  • Ensure adequate, obscured parking in the Central Area

Draft guiding principles include:

  • Ensure new construction is compatible with, and enhances, neighborhood character
  • Consider means to relate the construction of basement area to reductions of bulk and mass
  • Utilize incentives to achieve bulk and mass reductions and parking standards
  • Reinforce garden quality of the City
  • Preserve the opportunity to build homes to current floor area standards

 


Draft Documents Available

The following documents were developed as precursors to the study that were pesented and discussed at the Community Workshop on October 24.

Draft Mass and Bulk Recommendations Report - Available! The contents of this document will be discussed at the Community Workshop on October 24.

Issues and Options Paper - Available! The Issues and Options Paper identifies ways for reducing bulk and mass and ensuring adequate parking.

 

 

 

 

 

 

 

Working Outline - Available! Information presented in the Issues and Options paper has informed a draft outline for the Bulk and Mass Study.  Additionally, the draft outline includes goals and guiding principles for the potential development standards.

 

 

 

 

 

 

 


Activities to Date

Stakeholder Meetings. In November of 2012, a Planning Commission Task Force composed of Chair Rosenstein and Commissioner Corman began hosting stakeholder meetings to better understand the core issues related to bulk and mass of new Central Area homes. From November, 2012 to June, 2013, the Task Force held meetings for the following groups:

  • Design Review Commission (November 5, 2012)
  • Representatives of Home Owners Associations in the City (January 9, 2012)
  • Former City Council Members (January 31, 2013)
  • Architects and Builders (March 6, 2013)
  • Owners of New Central Area Homes (May 16, 2013)
  • Neighbors of Newly built Central Area Homes (May 29, 2013)

Planning Commission Discussion

  • July 11, 2013, the Planning Commission reviewed the draft Issues and Options Paper and discussed the outline for the upcoming Single-Family Home Bulk & Mass Study. The study session was noticed in both local papers and copies of the draft reports were available on the City's website, in the Community Development Department's Permit Center, and at the Public Library.

Community Workshop.  A community workshop was held on October 24, 2013. A recording of the workshop can be found here.

Planning Commission Study Session. A study session was held with the Planning Commission on November 21, 2013 to discuss the project.  A recording of the discussion can be found here
