Rent Stabilization

The Rent Stabilization Division administers and enforces the City’s Rent Stabilization Ordinance (RSO). All multifamily rental properties, two or more residential units, are subject to the RSO unless expressly exempted by BHMC§§ 4-5-102 or 4-6-1

Notice Regarding Urgency Ordinance

Please be informed that on Monday, March 16, 2020, the City Council passed “An Urgency Ordinance of the City of Beverly Hills Adopting Emergency Regulations Related to Residential and Commercial Tenant Eviction, Closure of Certain Establishments within the City, and other Measures and Declaring the Urgency Thereof” (Urgency Ordinance). For your reference, below is a link to the Urgency Ordinance.

COVID-19 Urgency Ordinance 20-O-2805

The Urgency Ordinance, among other things, places an Eviction Moratorium on both residential and commercial properties while the declared emergency remains in place. Please understand that, the ordinance restricts an owners’ ability to evict a tenant for 1) non-payment of rent if the tenant can demonstrate that the tenant is unable to pay rent due to financial impacts related to COVID-19; or 2) no fault evictions unless necessary for the health and safety of tenants, neighbors or the landlord. The ordinance does not relieve the tenant of their obligation to pay rent. Rent is required to be paid in full, less penalty fees, upon six months after the emergency ordinance is cancelled. The Urgency Ordinance also provides strict requirements to establish proof that the tenant is financially impacted related to COVID-19 (please refer to section 1.b. of the above Urgency Ordinance).
