Rent Stabilization

The Rent Stabilization Division administers and enforces the City's Rent Stabilization Ordinance (RSO), covering most multifamily rental properties in the City with two or more residential units (see BHMC§§ 4-5-102 or 4-6-1 for more information).

Maximum Annual Rent Increases
On June 27th, 2023, the City Council voted to allow the Rent Stabilization Division to return to the calculations of the allowable annual rent increase for Chapter 5 and Chapter 6 tenants outlined in BHMC 4-5-503 and BHMC 4-6-3. 
 
The allowable annual increases based on these calculations are as follows:
 
Chapter 6 (updated annually in June, most recently in June 2023): 3.2%
Chapter 5 (updated monthly, effective February 13, 2024): 3.2%
 
The vast majority of tenants in rent stabilized buildings in Beverly Hills fall under the Chapter 6 guidance. Chapter 5 tenants are those whose tenancies began at $600 per month or less and who occupy buildings constructed prior to September 20, 1978.
 
Only one rent increase for each tenant is permitted for every 12 months. Additionally, a 30-day Notice must be delivered personally to tenants or served by mail as described in California Civil Code (§) 1013 (see also California Civil Code (§) 827).

2024 ANNUAL REGISTRATION

Housing providers must register eligible rental units with the City by visiting http://bhrent.beverlyhills.org within 35 days of receiving the annual Notice Requiring Registration of Rental Units ("Notice"), mailed this year on January 2, 2024.

Failure to register may result in penalties, including fines up to $500.00 per unit.

Returning owners can use their email from prior years' registration. New owners should use the Assessor Identification Number (AIN) and BHRent Personal Identification Number (PIN) provided in the Notice.
