Due to Governor Brown’s recent water conservation mandates, the City has suspended the penalty surcharge to develop a long-term water usage program promoting efficiency as the norm.  Penalty surcharges will continue to appear on the utility bills through June 22, 2016.  The City will keep in place our aggressive water conservation programs.

Note: The deadline for Level 1 appeals was July 14, 2016.  Level 2 appeals must have been received or postmarked within 15 days of the level 1 appeal decision.  No late appeals can be accepted.

For billing purposes, the City measures water used by hundred cubic feet (HCF) or units. Each HCF equals 748 gallons.
