Registration and Amendments

All multifamily rental properties are subject to the RSO, with the following exemptions:

  • Single-family residences.
  • Hotels, motels, inns, and rooming houses rented primarily to guests for a period of 30 consecutive days or less.
  • Multi-family properties that received a certificate of occupancy issued after February 1, 1995.
  • Most condominiums.
  • Non-profit cooperatives owned and controlled by a majority of the residents.
  • Dwelling units that are owned and operated by a governmental entity or an agency or authority of a governmental entity.
New tenancies

Landlords must register a new tenancy with the City within 30 days of the inception of the lease and provide the new tenant(s) with the Tenant Landlord Handbook at least 24 hours prior to the execution or a lease or rental agreement.

The tenant and landlord must sign the Tenant Landlord Handbook; failure to present a signed copy of the Handbook upon request by the City may result in a penalty of up to $500 per unit. 

REnt levels for new tenancies

Tenancies following a voluntary vacancy are determined by mutual agreement between the incoming tenant and landlord (market rent).

REGISTRATION

2024 registration cycle

On January 2, 2024, packets containing information about registration will be mailed to Beverly Hills multifamily property owners. The registration deadline is 35 days from the mailing date (on February 6, 2024). Registration is mandatory.

You do not need to have received your letter to register.

For returning users, or those who already have an account through a change of ownership amendment, registration is extremely easy. The information you already filled out, either from a past registration cycle or an ownership amendment, will be prefilled. Simply review, ensure the information is accurate and current (including rent adjustments), and submit.

First time users and new owners will be required to fill in all information.

Amendments

Owners who have registered are required to amend their registration when any of the following occurs:

  1. Termination of Exemption: When the conditions qualifying a unit for exemption expire, the owner is required to file a registration form with the City within 30 days after the exemption ends.
  2. New Tenancies: When a unit is re-rented following a vacancy, the owner must re-register with the City within 30 days.
  3. Change in Ownership or Ownership Contact Information: The seller must provide the City with written notice of the change in ownership and the new owner must submit their registration within 30 days of the close of escrow. 
  4. Change in Building Management or Management Contact Information. The owner must file registration amendments with the City within 30 days of a change of the property manager or authorized agent.

Once the City accepts a registration and certifies the rent amount for a unit, tenants or landlords may dispute the rent amount reported for the unit.

Both landlords and tenants must first request a certificate of the respective unit's rent amount. To do so, they must first create an account with the City's online registration system (landlords may utilize the account from which they submit their annual registration). The City is then required to issue the certificate within five business days after a request is submitted.

The grounds for an appeal of the amount set forth in the Certificate are fraud, misrepresentation, or a typographical or computational error.

Tenants and landlords need an email address to create an account. They will be asked for a Personal Identification Number (PIN), which is located in the Notice of Rent Amount Reported By Your Landlord, sent annually following the certification of the rent amount. You can also request your PIN by calling the Rent Stabilization Department at (310) 285-1000 or emailing bhrent@beverlyhills.org.
