Commonly known as Building and Safety, our team is comprised of Plan Review Engineers, Architects, Permitting Staff, and Building Inspectors dedicated to ensuring the safety, integrity, and compliance of the built environment in the City of Beverly Hills. Whether you're a homeowner, contractor, or developer, our division is here to help facilitate your construction projects. Section 9-1-107 of the Beverly Hills Municipal Code outlines when permits are required. Section 9-1-107 (B) lists work exempt from permit. Permit Prerequisites:

A licensed-contractor is required for all projects with a valuation of $500 or more.

Owner-builder projects are only applicable for owner-occupied single-family residences and owner-occupied condos (interior work only).  In other words, if the work takes place in a residential property, and the owner occupies that residence, the owner can act as their own general contractor on the job, and either does the work themselves or has employees (or subcontractors) working on the project. The homeowner cannot construct and then sell more than two structures during any three-year period. Commercial and multi-family properties do not qualify for "owner-builder". When you sign a permit application as an owner-builder, you assume full responsibility for all phases of your project and its integrity. Review the following links for additional information:

The City of Beverly Hills is required by law to verify all construction and contractors' licenses working throughout the city. The Development Services Division is the enforcing agency for all commercial and residential construction. Licenses may be verified by license number, by business name, or by company or personnel name.

  • Contact the city’s finance office at (310) 285-2419 to find out if you need to obtain a business license.
  • Contact the state Employment Development Department and Franchise Tax Board for instruction on registering as an employer. 
  • Contact the Internal Revenue Service (IRS) for information on registering as an employer.
  • Obtain workers’ compensation coverage, and inquire with your insurance company about any need to increase your liability coverage.
