Building Inspection

All development projects with a valid building permit require inspection by a building inspector to ensure that construction progresses according to approved plans and minimum code requirements (BHMC 9-1-111).

Permits are valid for three hundred sixty-five (365) calendar days from the issuance date. If work authorized by such permit is commenced within three hundred sixty-five (365) calendar days from the issuance date, such permit shall expire one hundred eighty (180) calendar days after the date of the last successful inspection (BHMC 9-1-107).

  • To request a building inspection, visit us online using our CitySmart system, or
  • Use the automated system at (310) 285-2534 (BLDG).
  • Inspections may be scheduled up to ten (10) days in advance.
  • A limited number of next-day inspections are available beginning at 9 am each weekday through the online system on a first-come, first served basis.

After-Hours Special Inspection Requests Scheduling 
(72-Hour Advanced Notice Required)

If you would like to schedule an after-hours special inspection, please obtain preliminary approval from your building inspector and submit a completed Special Inspection & Supplemental Plan Review Form, along with your payment.

Important note: The professional of record must provide the City of Beverly Hills with as-built, digital-format plans upon completion of construction, and prior to final building inspection.

certificate of occupancy/Completion

A Certificate of Occupancy (C of O) is a document issued by the City's Building Division certifying a building's compliance with applicable building codes and other laws and indicating it to be in a condition suitable for occupancy. A new C of O is required when a new structure is built, or when there is a change of use or occupancy classification.   

In lieu of a Certificate of Occupancy, when the building shell, including all structural elements, is completed, and all life safety systems are installed and functional, the building inspector may authorize a Certificate of Completion to allow a limited use (but not occupancy) of a commercial building prior to issuance of the certificate of occupancy. A Certificate of Completion is issued to signify completion of a building exclusive of interior build out by a tenant or an owner. (Refer to BHMC 9-1-112 for additional information).

APPLICATION STEPS:

1. Submit Certificate of Occupancy/Completion Application

Applicants should prepare to apply for a Certificate of Occupancy or Completion as a project comes to an end. After all required documents are received and associated permits are finaled, the project building inspector can authorize the issuance of the Certificate.

Applicants can submit a completed Certificate of Occupancy/Completion Application via email to cdpermits@beverlyhills.org or in person to the Permit Center during normal walk in or appointment hours. The Permit Center will create a Certificate activity and charge the applicable fee in accordance with the latest Fee Schedule. Fees can be paid via check, wire transfer, or credit card (online or in person).

2. Staff Review & Inspections

The project inspector will ensure that fees are paid, required documents are on file, and all interdepartmental approvals are received.  Depending on the project, additional inspections or verifications may be required.  

3. Certificate of Occupancy Approval & Issuance

After all steps are completed and all related permits are finaled, the project inspector will initiate the Certificate approval workflow.  The inspector, Building Inspection Manager, and Building Official will review the Certificate of Occupancy or Completion before issuance. Lastly, the project inspector will authorize the release of any bond deposits associated with the project.
