Plan Review

The Development Services Program (DSP) provides information and assistance on plan review, permitting, building inspections, and compliance with state and local development requirements. The DSP Permit Center offers in-person and online plan review and permitting services for numerous types of development-related permits. Section 9-1-107 of the Beverly Hills Municipal Code outlines when permits are required. Section 9-1-107 (B) lists work exempt from requiring a permit.

Depending on the scope of work, your plan review and/or permit may be handled during walk-in hours. Read the following guide for additional plan review and permitting information and requirements:

Plan reviews may be initiated by the owner of the property or authorized agent, or by a licensed contractor or authorized agent.

Fees vary depending on the project valuation (size and scope of the project, labor, and materials are factored into the valuation).

e-OTC (Express Plan Check)

  • Site work (FYP, site wall/fence, fire pit, BBQ area, Water features, pool re-plaster, etc.)
  • New pool/spa on level pad (not on structural piles and foundation system)
  • Driveway approach in public R-O-W
  • Window change out (no change to opening sizes-no structural work)
  • HVAC change out
  • Interior minor remodel of SFR buildings (with no structural work)
  • Business ID signage

Small Projects: 3 Weeks (re-submittals: 2 Weeks)

  • MEP (Mechanical, Electrical, Plumbing)
  • Mandatory soft-story retrofit of MFR buildings
  • Solar PV systems
  • Residential concept review (zoning and building)
  • Medical gas
  • New pool/spa on structural piles and foundation system
  • Commercial store front minor alterations - Commercial minor T.I.
  • Water Efficient Landscaping

Intermediate Projects: 5 Weeks (re-submittals 3 Weeks) - Expedited Plan Check: 3 Weeks (Re-submittals 2 Weeks)

  • SFR buildings remodel and/or addition on level pad
  • New SFR buildings on level pad
  • Residential accessory structures remodel and/or addition on level pad
  • New residential accessory structures
  • MFR buildings renovation, change in number of units, etc.
  • Commercial T.I. (Office, retail, restaurant...)
  • Medical office and/or surgery center T.I.

Complex & Large Projects: 7 Weeks (re-submittals 3 Weeks) - Expedited Plan Check: 4 Weeks (Re-submittals 3 Weeks)

  • New SFR buildings in Hillside area
  • Addition and remodel of SFR buildings in Hillside area
  • New commercial buildings
  • Addition and/or major renovation of existing commercial buildings
  • New MFR development
  • New mixed-use development
  • Hotels, motels, theaters


  1. Prior to plan check submittal, all required applicable approvals from planning division shall be obtained (Design Review, Architectural Review, etc.)
  2. In addition to regular plan check fees, there is an additional fee for expediting the plan review process. Its amount may vary depending on the scope of work and complexity of the project.
  3. The plan review cycle timeline starts after all required plans and documents are uploaded in ProjectDox (electronic plan check system) AND the submittal or re-submittal is completed by the applicant so the City staff can start the review task.

  • These are ONLY applicable to old Projects/Permits. New Permits generated after October 4, 2021 will have a different process.
  • A plan check application is valid for five hundred forty-five (545) calendar days (18 months) from the plan check fee payment. A permit must be issued within the aforementioned timeframe.
  • Section 9-1-107(L)(3) of the Beverly Hills Municipal Code states that "An application for a permit for any proposed work for which no permit is issued within five hundred forty-five (545) calendar days (18 months) following the date of application shall expire by limitation, and construction documents, plans and other data submitted for review may thereafter be returned to the applicant or destroyed by the building official. Any expired application shall require a new application and applicable fees as determined by the building official shall be paid."
Complete the Plan Review and Permit Application and email it to the permit center ( for processing. City staff will process the application (2-3 day turnaround) and send an invitation to the primary applicant to upload the electronic plan files. Additional information is located at:
  • First, contact your plan review team to determine if the work is eligible for a revision.
  • Once confirmed, please complete the Plan Review and Permit Application and email it to permit center (
  • On the application, please state: "Revision to approved Permit # BS2... (Provide a detailed description stating what the revision is for)"
  • Permit center staff will process the application and re-open the project in Project Dox (City's electronic plan check system) in order for the applicant to upload and submit the revised plans for review.
