Free In-person legal clinic with bet tzedek

The first and third Monday of every month from 10:00 AM-12:00 PM, Bet Tzedek Legal Services offers a free legal clinic at the Roxbury Park Community Center (471 S Roxbury Dr). The clinic is designed to provide assistance to low-income Beverly Hills seniors and tenants facing housing issues.

MEANS AND METHOD PLAN FOR TENANT PROTECTION DURING CONSTRUCTION

Pursuant to Section 9-1-108(L) of the Municipal Code, when applying for a permit to alter, repair, or rehabilitate any structure that contains one or more dwelling units, the applicant shall indicate on a form furnished by the Rent Stabilization Ordinance (“RSO”) whether the property is occupied by tenants.

If the property is tenant-occupied and, as determined by the RSO, the construction work could impact the habitability of any unit on the property, prior to obtaining a permit, the applicant shall submit a construction means and method plan to the RSO which contains the information required by this Section.

LANDLORD RENT ADJUSTMENT APPLICATION

The Beverly Hills Municipal Code allows landlords to file a rent adjustment application for some or all rental units within the landlord’s rental complex in order to achieve a "just and reasonable return," based on net operating income principles. Disruptive Tenant Application

Per BHMC 4-6-6 M(2), a landlord may file an application with the City and request that a subcommittee of the City Council make a determination that a tenant is a disruptive tenant, as defined in subsection M(1). If a subcommittee determines that the tenant is a disruptive tenant, then the landlord or the landlord's representative may serve the tenant with a written notice to terminate the tenancy in accordance with State law.

Ellis act provisions

California Government Code Section 7060 et seq., commonly known as the Ellis Act, establishes the right of landlords to withdraw existing housing accommodations, other than guestrooms or efficiency units within a residential hotel, from rent or lease. The Ellis Act does, however, allow local jurisdictions to adopt certain regulations controlling the withdrawal process, the return of withdrawn units to the rental market including penalties for return within two years, and the transfer of these constraints to successors in interest. The City of Beverly Hills (the City) has adopted regulations implanting certain Ellis Act provisions into the Rent Stabilization Ordinance (RSO) which are codified in Sections 4-5-513 and 4-6-6L of the Beverly Hills Municipal Code.

Los Angeles County Rent Relief Program

The Los Angeles County Department of Consumer and Business Affairs is administering a program to provide funds directly to qualified landlords who were financially impacted by tenants' inability to pay rent during the COVID-19 pandemic. Eligible landlords may receive up to $30,000 per unit. The program opened on December 12, 2023 and applications are currently being accepted.

Mediation Services

Tenant-landlord mediation services are offered at no cost to help resolve disputes. A landlord or tenant may request these free services. If you would like to request mediation services please call the Rent Stabilization Program at (310) 285-1031
