The project is required to meet Federal and State requirements set forth by the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA). As part of the environmental review process, an extensive Environmental Impact Statement/Report (EIS/EIR) was prepared.

In April and May 2012, the Metro Board of Directors approved the project and certified the environmental review documents. A Record of Decision (ROD) was issued by the Federal Transit Administration (FTA), which determined that the project satisfied the federal and state requirements of NEPA and CEQA.
